Like Earth's Switzerland, it's considered neutral territory and no one clan speaks higher then the others. First Valley has two clans on either the east (Salmon Falls) or the west (Luna's Crossing) as well as the outpost clans of NorthCliff (North) and to the south, the Sky's Challengers. Most of the people who live in these clans are outcasts or a speical caste of the elements.
